Some of the questions will be more relevant to your business than others, so please answer any that you feel are applicable. As we go through these questions, please keep a few things in the back of your mind. First, the statute defines a “more than nominal impact” as something that impacted at least 10% of your business . 2019 is the base year you will use to compare how your business operated in 2020 and 2021 under the impacts of government COVID order. Second, the impact on your business has to be directly tied to a government order. Typical examples of things that would qualify are capacity restrictions imposed by your state’s governor or the local health department or supply chain interruptions caused by a government order impacting one of your key suppliers in a different state. COVID impacts that would not qualify are difficulty hiring or retaining employees, prices of key supplies going up, or customers’ or employees’ fear of catching COVID preventing them from working with you.
